It tracks how many hours you move at least 250 steps. During the hour it shows x/250 to show how many steps you have already taken in the hour toward the 250 step goal.

That icon it the number of steps per hour. The fitbit can be set to remind you at a specific time to move and also allows you to set a goal for a number of steps per hour.

It's how many steps you have walked /250 for that hour

That is the "get up and move" function. It shows you how many steps out of 250 you have taken in the current hour. One more way they try to get us to our goals!

That is the number of steps in the current hour. The original goal is 250 steps per hour. You can change that in the settings if you like.
