“Can a/c be programmed to turn on and off at a designated time? Or would I need a timer for that? And, can I set a temperature and the unit will keep the room that temp and will turn off and on as needed? If I am away, I'd like to keep cool temp for pets.”

The timer can be set to turn it on if it's off, off if it's on. If you mean something like setting a 24 hour cycle, you probably can't. If it's on the energy saver setting, the thermostat will also turn off the fan function if the compressor is not running to cool off the room. If you mean will it keep a constant temperature in the room, no. That requires "fuzzy logic" which would vary the output air temperature in a different manner.
