It sounds normal to me. I have two of these units. Normally, the unit does not run all of the time, even though it is powered on. You set a threshold %humidity with the arrows. I usuallly set to about 65-70%. The %humidity was about 85-90% humidity in basement before running unit. The unit will cycle on and off, the fan as well. This saves energy. Remember, this is sort of like an air conditioner, you want it to cycle. Hope that helps, we have been very happy with these.
