Had this same problem. The Dash Cam needs GPS lock. Once it's locked on to GPS once, this problem goes away. No idea why this isn't mentioned in the product manual and/or why their support staff aren't trained on this.

Sorry, there was a problem. Please try again later.I upgraded firmware per Garmin tech support. Still prompts on every power-on. Returned it. Examined another unit with help of Best Buy support. Same thing. I'll have to find another dash cam.
