If you pair it to your smartphone via Bluetooth and add Garmin's app, you get the traffic data from your phone. No cable required, but it uses a little data on your phone plan. (I haven't noticed a significant hit.) The cable is for getting the data from another provider that broadcasts it on an FM frequency. The smart-phone approach apparently gives better coverage outside of major population centers.
