• The Garmin Connect site says that you can sync to your computer using their program "Garmin Express". I have not used "Garmin Express" personally, I am unsure if you can change certain settings for your device through it like the phone app, though I don't see why they wouldn't make it able to do so.

• The Garmin Connect Mobile App is available for both PC and smart phones. Go to the Microsoft "Store" and you should be able to find it. I have not used it on my PC...

• Yes it works fine with a computer you just need to install Garmin express
