Hi Pete- Thanks for choosing GE! New GE Appliances washer models meet or exceed the latest energy and water efficiency requirements. Therefore, you may notice that your washer fills with less water than your prior model did. This is normal. GE Appliances washers are designed for and are thoroughly tested using modern water levels and will provide the exceptional cleaning you have come to expect from GE Appliances. See the following link for more details- TOP LOAD WASHER - FILL FUNCTION: http://products.geappliances.com/appliance/gea-support-search-content?contentId=36353 - If you see a soap residue, we suggest to choose the DEEP RINSE option. When selected, the deep rinse cycle ensure clothes are rinsed of soap residue and fabric softener. HE detergent works best with the lower water levels used in all modern washing machines and cleans just as well as standard detergents regardless of the machine type or age. Keep in touch! SUEatGEA
