Yes, it has a "step". If you are facing the freezer and open it, the step is on the right side.

Yes, it does have a "step" inside. This step actually takes up a little bit of room from the internal usable area of the freezer, but I think most chest freezers have this step. I'm sure the step exists to cover the freezer motor.
