Ours never fills unless you are on the "bulky" setting. And when it seems idle, it is usually in 'soak' mode. This has been our experience. Hope this helps.

The water may not cover the top level of the clothes. This is normal for a high efficiency washer. Also, the washer may pause during the spin cycle to remove soapy water more efficiently which can contribute to the idle time that you mentioned Thanks for being part of the Profile family.
