12723 is not a standalone switch. It is only for three and four way scenarios. You must use a standalone switch (there are many to choose from) at the main switch and every additional switch will be one of these. Instead of a paddle add-on there is also a toggle add-on switch if you don't like paddles. Please read the previous questions and answers as this has been described several times.

I believe GE has two switches and two dimmers now for this. The second add-on switch (this product) would just trigger the primary switch. It cannot carry load and the primary switches only work alone or with an add-on switch. They don't work with another primary switch or a conventional three way or four way switch.

If you're using Zwave technology then it'll be either 12724 (dimmer) or 12722 (non dimming switch) to control the light. Then you use the add-on switch in your question 12723 for the secondary location(s) for three or four way operations. 12723 by itself won't be any good.
