I'm running two of the Nest cams with flood without issue. Try deleting the one that works and then try adding the one you cannot connect. Not sure if there is a conflict happening. I added both of mine while I had them inside the house before mounting them outside. I take it doesn't matter how far you are from the wifi source that you're unable to connect?
