“Since 2 zone with 2 thermostat require 2 nest units, will nest have a 2 pack deal? Spending $500 on thermostat seems excessive and PGE only offers rebate on one unit.”

They have sales from time to time and and many utilities have rebates for smart thermostats. I am unaware of any two pack sales. I had to buy two for my dual zone system. The money I saved on heating and cooling bills is worth it. Unless you know of a sale coming up, I wouldn't wait.

I installed on only one unit downstairs main one and for the upstairs, I am using cheaper one (I paid about $80).

No they don’t, but you can get a rebate through ComEd and Nicor which is a savings of $150.
