I have been reading about people having multiple units with multiple thermostats but I only have 1 unit with 2 thermostats the system has a damper so the upstairs is running while the downstairs isn't (technically) would I need two nest thermostats? null

You can purchase a separate temperature reader and place it in the room that will take priority and it will adjust the temperature accordingly. If you’re speaking of an apartment style building then I’m not too sure on that. I would contact the Nest support.

When using multiple thermostats with zones make sure your Zone control box works with Nest thermostats. The Dura Zone do not, most Honewell, like the HZ311 do. Then you can mix and match thermostats if you'd like.

If you currently have two themostats controlling two zones you will want two Nest thermostats. You don't need to upgrade them both at the same time, but if you're like me, once you have one, you'll want to update the other.

Yes, 1 to control each zone. Or you could leave one of your old thermostats in place. It would be best to have 2 nest thermostats. Below is some info if zone/dampeners (from nest website):

The Nest Learning Thermostat is compatible with zoned systems, including zoned systems with dampers. However, there are some zoned systems that require a common wire to work with the Nest Thermostat.

When multiple thermostats control one system, the house is divided into zones using dampers in the ductwork throughout the house. When one zone needs heating, the damper for the ductwork in that zone opens, guiding the hot air to that zone. Zoning with dampers is usually coordinated using zone relay panels. Some zone relay panels don't allow your Nest Thermostat to charge sufficiently off of the heating and cooling system wires. If this is the case, the Nest Thermostat will need a common wire to provide power. Otherwise, the Nest Thermostat is fully compatible with zoned systems.

I have one unit per zone. You cannot control two zones with one nest thermostat. You can have multiple nests with only one heating/cooling source thought.
