I'm not sure about immediately, but it was easy to activate the phone myself after I brought it home from Best Buy and it does WiFi calling just fine. I have a weak Verizon signal where I live and I use WiFi calling all the time.

Yes, wifi calls may be made on Pixel 4a right out of the box. I made wifi calls before my sim card arrived & before Verizon had activated my phone. Could not receive calls before activation, but could call out.
