I'm not sure it's true that the Pixel 4a requires that you use a cellular plan that includes data. You might want to check that. Anyway, as long as you have a valid SIM card installed and you are in an area where you get cellular reception, you should be able to make and receive voice calls. The camera is independent of data usage, so you're good there. Note that connecting your phone to your local network (i.e. wifi) is a different consideration from getting a data plan from a cellular provider. If you aren't connected to a wifi connection at home or work, and you use your phone for data-heavy activities (e.g. YouTube or Zoom), you will need a large cellular data plan.
