A:AnswerIt would depend on your store. Many Best Buy locations are still doing curbside pickup only as of this writing, so there’s no point in floor models right now. A better bet would be your nearest carrier store, if they are open, but even then it’s totally possible they could pull all display models — if they don’t they should, because floor models are gross enough outside of a pandemic.

A:AnswerI'm not sure it's true that the Pixel 4a requires that you use a cellular plan that includes data. You might want to check that.
Anyway, as long as you have a valid SIM card installed and you are in an area where you get cellular reception, you should be able to make and receive voice calls. The camera is independent of data usage, so you're good there.
Note that connecting your phone to your local network (i.e. wifi) is a different consideration from getting a data plan from a cellular provider. If you aren't connected to a wifi connection at home or work, and you use your phone for data-heavy activities (e.g. YouTube or Zoom), you will need a large cellular data plan.
