I purchased an unlocked one for my Verizon account and Best Buy charged my credit card the full on-sale $299 plus tax amount. I didn't mind, but I asked if they had a 24 month pay option. The salesperson said no. Maybe that was for the pre-order sale, but I would think you could get a 24 month option.
