Yes, you can pre-order the Google Pixel 8 Pro in store at select retailers including Best Buy, or you can do it online of you prefer.

You can pre-order it in store too. In fact, when I went into the store to ask about getting a different color of the free watch, they told me that pre-ordering from store is always better since they will support you immediately if you have any questions. If pre-ordered online, they would give the 1800 number and ask you to call them instead.
