“Recently purchased 55U7K. I cannot turn on Local Dimming or 144 Hz. They are there, but both say it is not an option. Am I missing a step or need to turn something else on first?”

The high refresh rate mode activates based on the input and also the content being consumed. This TV has AI technology that determines the best settings based on the type of content. I have a PS5 and not all the games I play are rated to be played at 60fps and some games will get up to 120fps (which uses 120hz refresh rate from the TV). In terms of Local Dimming, I actually turned it off, personal choice here, because I do not like how noticeable the dimming is when viewing certain content with lots of dark blacks and shadows.

Then select Dynamic Backlight Control (or Local Dimming). This enables the TV to automatically adjust the backlight by sections according to the changes in the image and increase the contrast.
