Because it's an open box. This means that someone returned it to a Best Buy for some reason, or that it was a display model at some point. Open box is not a model, it's a selling you a used computer. Since it has been used there's no way to determine problems from use vs problems from shipping. This is why you have to go to geographic area for an open box item.
