“Can I run Java, python, and IDE's like NetBeans, VS Code Intellij and SQL as well as MySQL Workbench? Basically I just want to make sure I can do what I can do on a desktop, and that this isn't something like a chromebook or tablet etc.”

This laptop is definitely NOT something like a Chromebook or tablet. This laptop has a powerful processor (CPU) and plenty of RAM. You can do on this computer what you can do on a desktop, and you should be able to run all the programs/apps that you listed.
