• No, but there are ways to run alternative applications such as Gimp.

• Thank you for reaching out. ChromeOS does not run programs like a Windows 10 machine and would not be able to run the Adobe creative suite. I would recommend a model with Windows 10 and a larger storage drive for your files unless you plan to save them on the cloud.
