• They both are, because they're measuring different things. The 2.1 GHz is the "base frequency" of the processor. Think of that like the idle speed of a car engine. But as the workload increases, the processor can speed itself up to 4.7 GHz. If you use an app that measures things like processor speed in real-time, you'll find it speeding up and slowing down as the workload on the processor change.
