You do not need a computer at all to set up the 3830 if you plan to use it wired. Just make sure you have the HP Print service plugin.

You don't need any thing but a wall outlet to set it up. It is perfectly capable of setting itself up. All you have to do is turn it on set the time ,date and language then print a test sheet then scan it and you're done. As for connecting I've only used the wireless on my phone.
