“I received this computer yesterday and the RGB fan closest to the CPU seems to make a rapid tapping noise like it's barely hitting a wire or something but I've opened it up and can't see any object close enough to hit. What should I do to stop the noise?”

Sounds like it’s hitting a wire , open up both sides and follow the wires out and should find the problem , also while you have backside open make sure your connections are tight .
