“Question: Electrical cord is standard 3 ft. Due to location of electrical outlet the cord needs to reach 6 ft. Aside from having a new outlet installed, can a heavy duty power surge protector be safely used?”

Not a surge protector, but a 10 gauge extension cord. They’re available in a short length. It will set you back about as much as installing a new outlet yourself, but we were in a rental and didn’t want to make a permanent improvement.
