It should be able to hit at least 0F for ice cream and FDA guidelines easily. I have mine hovering around -10 to -5F. Check your install location and make sure that you maintain a one inch clearance off of the back wall of the freezer and your food for proper air circulation.

10 degrees in really cold. I think your expectation is unrealistic and unnecessary. What are you trying to freeze?
