Yes. It starts dry to analyze how much laundry is in the tub and uses the agitator to rotate & move around the clothes for a balanced wash. It does this to dispense the exact amount of water needed to began a high efficient cleaning cycle. It kinda distributes the weight evenly in the tub through out the washing cycle to assure a great wash.
