That is a filter for the debris in the water that may come from the water heater for example. It also comes with a mesh rubber print screen to go on the wall side of hose as an added layer of filtering. Why are you telling the person to remove the filter? You work for insignia, I mean come on I just read the manual once and I know plus look it up the same filters are on other washer brands. I just installed and read manual front to back and it does not say to remove them. Also when I wash on hot the top of the control unit gets extremely wet from steam that it seems like it will damage the control angel. It soaked up an entire kitchen towel after I saw and wiped off control panel around buttons and knob.
