Is this an HE washer? null

It says it is and requires HE detergent but it fills completely to the top with water so I am not sure. Usually HE is a limited amount of water just enough for the clothes to wash in and you use less detergent of a HE brand but with it filling completely to the top I'm skeptical that it's enough soap.

It says "he" on the control panel.

No. It says it is but it is not. Its horrible.
