“Is this an HE washer?”

• It says it is and requires HE detergent but it fills completely to the top with water so I am not sure. Usually HE is a limited amount of water just enough for the clothes to wash in and you use less detergent of a HE brand but with it filling completely to the top I'm skeptical that it's enough soap.
