• It's to weigh the load and then add the "right" amount of water. The process usually balls everything up on one side of the machine. Pause it, once the water "starts" to pour (it will restart if paused b4 water starts) and redistribute your items.

• I believe it is to help equally distribute the washer load prior to water filling in order to keep it from becoming unbalanced.
