yes it does. That seems to be the minimum requirement, besides a computer running Windows 7 or later. I have had it working on USB 2.0, 3.0, and 3.1

I used it on a older Dell Inspiron One desktop with 2.0 USB ports and it works perfectly (with bluetooth, you have the expected latency issues).
