“will this work with a non-fire Toshiba TV with a Fire Stick plugged into it? Ie I want to be able to turn the tv off and use the fire stick from the same remote control”

Yes, it works! I'm not sure why insignia support answered No. It works fantastic on my 4k firestick, I'm able to turn on/off tv(an lg model) and my stereo receiver since this is setup via devices on the firestick. It also has the live tv button for channel guide which is why I purchased it.
