HDMI to VGA is not a passive conversion (meaning it requires power) -- it is a digital to analog conversion, so there is a processor inside the connector that does the conversion, and that processor requires power. Some HDMI ports provide enough power to the processor to do the work, some don't. If yours doesn't, you'll need to provide that power via a USB port and connect the two.
