• Yes it needs a power source. You will need to buy digital optical cable. Not sure what you mean by a 4K tv. It worked fine in back feed noise reduction on a older Samsung smart tv

• It comes with a power source and it does work with 4k. You just plug it direct into your tv and plug your stereo into the other port and you are good to go! No optical included tho.
