“At year end, say March I print an extra 200 pages and then back to a low level so can I simply purchase a black ink cartridge in March on my own or am I stuck with paying the extra $1.00 or set of excess pages?”

As I understand it, pages printed with your own ink cartridges are not counted towards your usage allowance.

You are only paying for the extra set of pages. Depending on which plan you choose, you will pay $1 for a set of 10 or 15 pages. If the printer needs more ink, HP will send you more ink at no additional cost before you need it. If you are consistently going over, you may want to consider a higher plan.
