You need a new motherboard. the sockets are different.
Hi Fronzie, the Intel Core i7-10700 requires a LGA1200 socket on the motherboard and will not be compatible with your Dell Inspiron 3650 since it has a LGA1151 socket. If you want to keep your Dell Inspiron you could look at 9th generation processors like the i9-9900 or i7-9700.
