“I bought a J5 Create USB-C to 4K HDMI Cable from Best Buy about a Week ago. I asked a Question to watch videos or Stream from my TCL Roku 4K TV & My Coolpad legacy phone no internet or Wifi. I've tried everything to work. How can I make this work. HELP”

if you have no internet or wifi you cant stream nothing. go from your phone if you have internet. if you have wifi then you can right from roku tv. if you have no service or data on your phone for you internet access you get nothing. check where you plug the hdmi to the tv. go to settings on your tv then change input to where you plug the hdmi to. then you can watch what ever is on your phone on you tv hope this helps
