“Since I’m having new custom cabinets built; 1. Is it better to install this top down door built in microwave wave high above double ovens or 2. Low in the the base cabinets or Island below countertops? Thanks, Randy”

Its your discretion, one you have to bend, the other is eye level. If you arenot tall get the lower one on the island
