No, if the fan is constantly running in any laptop, then you have a heat exchange issue. Could be not enough thermal paste on the cpu, however the main issue is setting the machine on our laps and not allowing the system to breathe. Hope this helps. Also run diags on your machine on a frequent basis to make sure everything is good to go.

The sound that the fan makes and whether it is a "problem" is a subjective interpretation. We recommend you stop by your local Best Buy location and DEMO this model for yourself. See if the normal operation of the cooling fan is noticeable and if it is a problem for you.
