“This TV Monitor states in the description that it is a " Smart WebOS" but in the specs it states that it does not have a Smart platform How can both be true?”

I contacted LG yesterday and the Best Buy description is incorrect. This TV has WebOS which is a Smart platform plus it has the ability to connect to a Wi-Fi network or use devices to stream content.
