It sounds like your dryer may be set to a no-heat or air-dry cycle. The "Cool" indicator usually illuminates when a manual Air Dry or Freshen Up cycle is selected, as these cycles use unheated air. To get heated drying, please select a different cycle, such as Normal, Heavy Duty, or Perm.
