I believe so. You're probably going to have to get an international card. They sell them anywhere you you get simple mobile stuff.

I would assume so, assuming you had an international calling plan and someone in Russia to call. I have never heard of Soviet telephone, protocol or service How the phone bi is charged or how many numbers are ib a Soviet telephone bumber. But I would say yes.
