I bought the Harmony 650, the cable to the remote, kept disconnecting from the sync process, was able to add 3 devices to the remote for the TV but got 99% synced for the Dish Joey but wouldn't finish, is this a cable problem or a remote problem..

Reboot your computer with the unit plugged in. Did the same thing to me and the original program did not load completely till you re-boot.

It is a software issue. Reboot your machine and try syncing again.
