“Does this remote allow me to control my cable box DVR to record and watch recorded shows? If so, can I do it from the remote control or does it have to be from the app on my phone? Basically, I want to make sure I don't have to use any other remote.”

Yes it will control all of your devices. I used my phone to set it up and was able to program remote to control cable box, receiver, tv, and Apple TV all together.
