Yes. I have my Elite set up to control a PS3 via Bluetooth. No problems whatsoever.

Yes it does send out bluetooth commands. It works very well with my AmazonFireTV. The hub is in the basement and works with the FireTV on the first floor.

Yes. The Harmony Elite sends signals to the Harmony HUB which then transmits via Bluetooth to my PS4. Works like a champ.
