if you are just looking to turn them on and off you could connect them each to a smart plug and Alexa can control them once connected. The lights can even be dimmed. If you are looking for full control of your TV, and it does not have Alexa built-in, the hub will be your best bet in order to make everything work coherently in sync.

If your lights are plugged in to smart switches like the ones BestBuy sells (Samsung - SmartThings, GE - Z-Wave Plus, Leviton - Decora Smart™, Insignia™ - Wi-Fi Smart, Philips - Hue, Wemo, Lutron), there is a corresponding Alexa skill for each manufacturer that will enable your Echo to control them directly via WiFi. TVs are built to be controlled via InfraRed(IR) signals from a remote. Echo devices don't have IR capability, but the Harmony Home Hub does. In addition the Hub has the ability to control multiple IR devices in sequences. It can turn on your TV, select the proper input, turn on your cable set top box, and change the channel to your favorite all in one sequence. Once you have enabled the Alexa Harmony skill, you can trigger this sequence just by telling Alexa to "turn on TV".
