This adaptor only works to receive your bluetooth device signal to play throught the speakers or device to which it is connected - it does not work the other way to transmit out to your wireless speakers/device.

You plug this adaptor into your speaker or stereo receiver's input. The adaptor can then receive audio from any Bluetooth-enabled source wirelessly. It passes the audio on to the speakers or stereo. So if you want to use a TV as the audio source, then yes, the TV must be Bluetooth-enabled. The speakers and/or stereo receiver do not have to be Bluetooth enabled.

This is designed to let you use a Bluetooth player to play sound through non-bluetooth enabled speakers/devices. So no, this device won't give your TV Bluetooth output so that Bluetooth speakers will play sound from it.

If your tv does not have a Bluetooth output, this device will not help. If your plan is to connect your Bluetooth enabled device to your tv (to play your iPhone through tv speakers for some reason), this could work that way.
