I'll answer my own question. This dial can zoom in/out in MS Whiteboard. I haven't figured out how to make it scroll up/down in MS Whiteboard, or how to make it select pen type/color/size. In Edge, I can scroll up/down and zoom in/out. I wish there were some way I could change the speed of the scrolling or the zooming; currently I have to turn the dial more than I'd like when scrolling or zooming. I wish I could change this, the same way that I can change the mouse's speed. It looks like it can also perform the undo/redo editing tasks, and adjust the brightness and volume.
