“what does it mean... price with activation at purchase?”

• If you are activating the phone to Verizon or ATT, you get a cheaper price. If you are not, you pay the higher price. I use PagePlus and Best Buy does not activate for that company. So I paid $20 more. But the money I save by NOT using Verizon is substantial, so I didn't mind.
